With the importance of national cultural heritage, on November 23, 1945, President Ho Chi Minh Provisional Government signed Decree No. 65/SL “Determining the tasks of the ancient Dong Phuong Uncle Academy” – The first decree of our State on the preservation of national cultural heritage. The decree was born in the context that the young Democratic Republic of Vietnam is facing many difficulties in terms of hunger, ignorance, foreign invaders, the country is in a situation of “thousands of pounds hanging by a hair”.

Although Decree No. 65/SL is brief, concise, and has been around for 75 years, it reflects the very basic and profound ideas and views of our State regarding the preservation of cultural heritage. up to now still retain the theoretical and practical significance, illuminating the cause of protecting and promoting the value of the country’s cultural heritage. Stemming from that meaning and in response to the requirements of the situation and tasks of the country in the new period, on February 24, 2005, the Prime Minister signed Decision No. 36/2005/QD-TTg on annual affairs. November 23 is designated as “Vietnam Cultural Heritage Day”, in order to “promote the tradition and sense of responsibility of those who protect and promote the value of Vietnamese cultural heritage, encourage social classes actively participate in the cause of protection and promotion of the value of national cultural heritage”. The Prime Minister’s decision identifies 5 requirements of Vietnam Cultural Heritage Day: traditional patriotic education, national pride, sense of responsibility to protect cultural heritage among the entire people; Strengthen the sense of responsibility and pride of those who protect, preserve and promote the value of national cultural heritage in the cause of building and developing an advanced and rich Vietnamese culture. national identity.
